Bids on eBay typically start when a seller lists an item for auction. The seller sets a starting price, and potential buyers can place bids on the item. The bidding process continues until the auction ends, at which point the highest bidder wins the item. However, some sellers may also choose to offer items for sale at a fixed price, in which case bidding is not required. **

No, price offers on eBay do not count as bids when an auction is running. Bids are specifically made through the "Place Bid" button on the auction listing, while price offers are made through the "Make Offer" button. Bids are binding commitments to purchase the item at the specified price, while price offers are negotiable and can be accepted, countered, or declined by the seller. Therefore, price offers and bids are distinct actions on eBay auctions. **

If there are over 20 observers but no bids, it could indicate that there is a lack of interest or willingness to participate in the auction. This could be due to various reasons such as the item being auctioned not meeting the expectations of potential bidders, or the starting price being too high. It may also suggest that the item is not perceived as valuable or desirable by potential bidders. In such a situation, the auctioneer may need to reassess the item being auctioned and consider adjusting the starting price or marketing strategy to generate more interest and potential bids. **
