A unitary state may be more suitable for smaller countries with a homogenous population and a strong central government, while a federal state may be more appropriate for larger countries with diverse populations and a need for regional autonomy. Ultimately, the decision should be based on the balance of power between the central government and regional authorities, as well as the ability to effectively govern and meet the needs of the population. **
